OECD report calls for faster structural transformation of Romania's dual-track farm sector

A new OECD review of Romania's agriculture and food policy finds the sector is developing on two tracks, a large number of small farms under 5 hectares with limited market orientation, alongside very few large, competitive farms, with structural transformation proceeding slowly. The report recommends a coherent policy mix to accelerate change, strengthen competitiveness, and reinforce the agricultural knowledge and innovation system.

Romania remains the EU country with the most farms, and while agriculture's weight in the economy is declining, the report points to persistent barriers, particularly limited access to credit and land, that constrain farm restructuring. Agro-food exports are growing but remain concentrated in low value-added products, limiting the sector's integration into higher-value supply chains.

The OECD recommends action across four areas: a coherent policy mix to speed structural change, a more enabling environment for competitiveness and resilience, stronger long-term environmental sustainability policies, and a reinforced agricultural knowledge and innovation system (AKIS) to support farmers' access to advice and technology.
