Create and regularly update a Crisis Management Plan for each key destination, leveraging both horizontal and vertical tourism coordination mechanisms together with a pre-defined set of policies and measures to be activated when a crisis hits, and provide effective assistance to vulnerable tourism businesses (particularly SMEs), workers, and tourists.

The absence or limitation of crisis management plans is a significant challenge within the tourism ecosystem, leading to unclear communication protocols and organisational roles for crisis handling. While stakeholder cooperation exists, undocumented procedures hinder effective response and coordination during crises. Additionally, tourism crisis management is often not incorporated into broader destination crisis plans, resulting in inadequate risk assessment and preparedness for unexpected events. This lack of systematic risk evaluation leaves the tourism sector vulnerable to disruptions without essential frameworks for crisis management. To enhance coordination and preparedness, crisis management plans must be regularly updated, providing clear guidelines and governance structures for effective responses to future challenges.
