The Institute of the Greek Tourism Confederation (INSETE) has published a study focusing on the reskilling and upskilling needs of Greece’s tourism workforce. Released in March 2023, it identifies 49 key occupations and roles within the tourism sector that are considered crucial for enhancing the sector’s quality and competitiveness. These roles are mapped to 99 essential knowledge areas and skills, supporting the development of targeted training programmes.

The report provides an assessment of the current state of human resources in the tourism sector, outlines existing training challenges, analyses industry trends, and highlights relevant best practices.

According to the findings, although Greece maintains high employment levels in the tourism sector—with over one million individuals employed—the overall skill level of the workforce remains relatively low. The country ranks poorly across the three pillars of the European Skills Index, as well as in vocational education and the alignment between education and labour market needs. This underscores the need to modernise tourism education to better reflect current industry demands.
