The Institute of the Association of Greek Tourism Enterprises (INSETE) has published a study conducted by Deloitte, focusing on the vocational training needs—specifically reskilling and upskilling—of the tourism workforce. Released in March 2023, the study identifies 49 key tourism-related specialities and professions as national vocational training priorities in Greece. These are aligned with 99 critical knowledge and skill areas to guide the development of relevant educational content for training programmes.

The study provides an analysis of the current state of human resources and training challenges, examines trends and developments, and highlights best practices in the industry.

The findings reveal that, while Greece boasts high employment rates within its tourism ecosystem—with a workforce exceeding one million—the country generally ranks low in human resource skills. It performs poorly across the three pillars of the European Skills Index, as well as in vocational education and labour market linkages. This underscores an urgent need to adapt tourism education to modern trends effectively and promptly.
