Presented to Bulgaria’s outgoing Minister of Tourism, H.E. Mr. Miroslav Borshosh, during his visit to the UN Tourism headquarters, the guidelines reflect the nation’s journey towards becoming a premier investment destination. The rich tapestry of offerings—from cultural and heritage sites to natural retreats and urban oases—underscores Bulgaria's position as a captivating year-round destination.
With 25 Blue Flag beaches, established winter sports retreats, and a leadership stance in wellness tourism, Bulgaria’s diverse and distinctive landscape captivates investors. The presence of 10 UNESCO World Heritage Sites further enriches its appeal for cultural enthusiasts.
Bulgaria’s strategic approach offers streamlined permitting processes to de-risk projects and enhance ROI predictability. A remarkable diversity of opportunities beckons investors to partake in its thriving tourism landscape, a sentiment echoed in the newly unveiled investment guidelines.
In 2024, Bulgaria welcomed a record 13.3 million international visitors, surpassing pre-pandemic levels by 5.6%. The thriving domestic tourism landscape contributed to an 89% increase in spending since 2019, amounting to EUR 1.14 billion.
